Final Quality Dossier in EPC projects

A technical introduction to FQD quality documentation and the practical use of PQD-FH 01.

Explanatory website content. This overview introduces the subject. Issued requirements are reproduced separately in the complete PQD-FH 01 procedure, Rev. 1.00.

What is a Final Quality Dossier?

A Final Quality Dossier (FQD), also called a Quality Dossier, is a controlled and traceable collection of quality documentation and records demonstrating that a defined scope of work has been executed, inspected, tested and accepted against applicable requirements. In an EPC project, it connects engineering, procurement and construction evidence with the information needed for completion, commissioning and final handover.

The dossier’s scope, package boundaries, required records and acceptance arrangements depend on the contract and project requirements. PQD-FH 01 provides a generic procedure for defining and controlling that work; it does not replace applicable legal, contractual or approved technical requirements.

Progressive compilation and traceability

Quality documentation is most useful when it is generated, identified and verified alongside the work. Progressive compilation allows missing records, incomplete identification and unresolved interfaces to be addressed while the relevant activities and responsible parties are still available.

Completeness means more than counting files. Records must correspond to the required scope, applicable revision, equipment or system identification, inspection or test activity and approval status. A deliverables matrix, package register and document register support quality record traceability and provide a basis for readiness review.

See the procedure’s requirements matrix, progressive compilation and record integrity sections.

Inspection, test and open-point records

An Inspection and Test Programme (ITP) defines the higher-level scope and planned oversight. An Inspection and Test Plan (ITPL) provides the controlled detail for an item, activity or scope, including sequence, criteria, reference documents, responsibilities, intervention points and required records. Where a project uses RFI to mean Request for Inspection, the terminology and distinction from other uses of that abbreviation should be defined in the project arrangements.

Inspection and test records provide evidence of completed activities. Calibration or verification records support confidence in the measuring equipment used. NCRs, deviations and punch-list items must remain identifiable and traceable through their resolution and the applicable acceptance process. Blank templates are distinguishable from completed, controlled project records.

As-built documentation, commissioning and handover

Red Line Mark-Up and as-built control connect field changes with the final technical documentation. Quality records and current as-built information contribute to system completion and commissioning readiness, alongside the applicable project checks and approvals.

Final documentation handover includes organized packages, clear revision and status identification, controlled locations or links, review-comment resolution and documented acceptance. Approved arrangements may permit conditional readiness or partial submissions; these do not remove the need to identify outstanding obligations and their controls.

Using PQD-FH 01 in practice

The Universal Final Quality Dossier Procedure brings together package planning, deliverables identification, progressive collection, inspection and test records, traceability, readiness assessment, review and acceptance. Appendices A–I provide informative tables and editable templates, including requirements, registers, a readiness checklist and an example responsibility matrix.

Use the complete issued procedure to understand the requirements and adapt templates to the project’s approved arrangements. The controlled PDF and associated appendices remain the reference documents.
